Fund Cheat:

1. Start a new city by going to the Edit New Map.
2. Edit the terrain any way you want when you are dfinished press the Done button.
3. You will be prompted to name your city, use any name you choose, then choose your difficulty level, you can choose any level to start, then click the Save button, the game will start.
4. Important: Before you start putting anything on the map pause the game. If you start to build your city and then try the following steps the cheat will not work.
5. Type FUND you will be asked to accept a bond at 25%. Click yes.
6. Repeat step 5.
7. Go to the budget window and take out a regular bond, the interest rate should be ( .% ). If the percentage rate is a number like 6%, then the cheat did not work, which means you didn't do step 4 correctly.
8. Now you can unpause the game a start to build your city as you want to. The cheat will give you about $1,500,000 a year, after about 50 to 100 years the rate of the increase slows to normal rates.

Money cheat:

You might want to pause the game first, to avoid being interrupted by some event before you've completed the whole sequence. Then follow these simple instructions...
1. Press [CTRL] - [F3].
2. Click on the Rotate Counterclockwise icon.
3. Click on the Resize box (lower right corner of City Window).
4. Click on the Status Window.
5. Click on the Population icon.
6. Click anywhere inside the City Window.
7. Pull down the Disasters menu and select the horizontal line between Riots and No Disasters

Here's some general tips for building a city that will rival New York.

When you are terraforming the landscape before you start remember that flat land is ideal but distant hills provide wonderful sites for solar power stations.

Always build your city near water because you need to trade with other cities to develop your city fully.

A good way to set up power resources early in the game is to turn sloping hill sides into water and installing a hydro-electric plant. It's more efficient and non-polluting compared to other plants.

When zoning don't put heavy industrial zones right next to residential areas and try not to build commercial areas too far away from your population. Small clusters of each zone work well. Ensure you place plenty of parks and sporting facilities to keep the value of land high.

Don't cut down forests - this makes you unpopular and your sims will do it themselves as they run out of space.

Policing is very important to attract business and residents and keep land values high. Ensure stations are evenly spread. Neighborhood watch programs are excellent value if you are short on cash.

Only use bonds in absolute emergencies such as power failures or disasters. Interest bills will soon wipe you out if you have more than a couple of bonds at once.

Police stations are crucial. High crime rates lower the land value and therefore your tax revenue. A low crime rate will encourage more settlers.

Building close to the edge of the map means you can connect to a neighbour earlier which increases trade and gives you an influx of new settlers.

Build water pumps close to water because their efficiency is increased. Try to lay main water pipes under roads.

Power stations can be very expensive. It's worth remembering that hydroelectric and wind-powered stations don't blow-up after 50 years and don't create any pollution.

Don't worry too much about city ordinances especially early on. The sims would rather live somewhere with no services than pay high taxes.

If you want to cheat, here's how to get bundles of cash. Start a new game, then type fund twice to issue two bonds. Go to the Budget window, press the bond payments button, issue another bond then repay the first two bonds. Now play the game for a year and await bucketloads of cash.

Another tip is to set the citizen's taxes to 0%. Then just before tax collection (December or November if playing at fast speed) quickly set the taxes up to 20%. Then after you collect taxes, put it back down to 0%. This way the citizens think they are not paying any taxes.
